To the predators at chase bank

For 14 years my wife had A chase card. Her credit limit was over 17,000 dollars. She recieved an offer and checks to get a cash advance at 3.99 % interest. She wrote a check we deposited it in our checking acct.in 14 years chase recieved their payment late not over 2 times.

In 14 years the post office delivered these checks and never lost one! Sept06 check got lost? This check was not cashed, returned, or deposited. Now the int. Rate went to 22.99. Now the march statment went to 27.24%.

I called chase for the reason for this charge was because my wife had a late payment and her credit is less than perfect.in that envelope was a flier and checks enclosed with a 1.82% apr or 4.82% apr. If her credit is so bad why does chase charge 27.24 int on her acount then offer the lower rate?
