Grant service rip off, kept telling me a couple weeks, not one offer recieved

I sent $449 to get a grant to start a small business and was guarenteed a refund if I was turned town by three agencies. I recieved nothing from any body. When I called I kept being told it will be a couple of weeks. When I ask for a refund I was iqnored. They no longer answer there support line and I get no responce from e-mails or letters. This is fraud!
