Publishing of funds

I've exactly the same problem that others. Funds are "published" upon bill they state, but don't affect your declaration till they clear the financial institution. It has taken to 10 times! With present day digital bank, resources are transferred immediately! They have to make use of a very archaic method. Hope I can go my mortgage.
