Trying to collect on a nonexistant debt in my name scam! Ripoff

Last year, I got a letter from a company called Park Dansan The letter stated that I owed $78.01 from an MCI phone bill from many years before. I have never had MCI as a local carrier nor had I any late/unpaid debt to MCI. I sent Park Dansan a letter asking them to please prove that the debt exists otherwise they were to cease all attempts to collect on this debt.

They sent me a letter that stated that they had received my dispute and "based on the information provided by [me] we will cease attempts to collect on this account" and that they "are not actively pursuing this account." No further action on this until today.

Today, I got a letter from another company named Capital Management Services, LP as engaged by Resurgent Capital Services, LP to resolve the same $78.01! I called them to inquire and dispute... The guy who answered the phone started to call me a "debtor" and when I got angry, he started to read off all of my stuff on my credit report in a threatening way and hung up on me.

I called back and yelled and got nowhere. The guy called me back and harrassed me by calling and hanging up. These people are trying to collect on a debt that I never had. This debt does not show on my credit report for any agency. This debt has not been proven by prior collection agency. Why is OUR information available to these absolute criminals? We have no control over this? What can we do to make this stop? Do I have to continue to refute the same $78.01 year after year while listening to the morons who work for these companies belittle me?

It is time America wrested control of our personal data back from the creditors and marketing agents!
