Keeps calling my number with a recording. Ripoff

This company (Law office or not?) keeps calling me with a recording regarding a "personal matter" and a reference number. When I call the 800 number given I get another recording saying "All agents are busy assisting other callers, please hold and your call will be answered in the order it was received". After about twenty repeats of this message the system hangs up on me. I just want to talk to them and get them to quit calling me and wasting my time.
Anyone with suggestions, please let me know. Is anyone trying to take them off the market? Any one know how to report abuse of an 800 number?
