Fake collection notice!

First of all this "collection agency" did not even have my correct last name. They sent me a notice that said I owed $2380.22 to a Verizon account for a FL number.
I never had such a high bill and other than that I live in NY! Are these people crazy?

I called the toll free number 2 times and was given ridiculous hold times of 30 min or more.

I am not paying this account of course but would like to know what is the next step I can take against this fraudulent company?
