Ripped off 200.00 from my account for a credit card that never came

They promised me a credit card with a 2000.00 line of credit for 200.00 that they took out of my bank account. They said it would be here with in 30 days and still no credit card. I'm mad as h*l about this because this id money i could really use right now especially with christmas coming up. I started my own business a yaer and a half ago and every penny is accounted for and this i really do not have to spare right now.
