Total ripoff, fraud

I received a letter from NCO Financial telling me I owed AOL a past debt of $95.60. This seems to be both a recurring debt amount as I've read other reports on here. I haven't had AOL or any form of AOL in well over three years. When I tried contacting them, their phone number (1-866-372-9848) is a fax number. At first I thought I might have input the number wrong on my phone. I tried again and got the same result. They claim this in several places on the document that this is indeed their customer service number. How the state and federal government can continue to let trash bogus operations like this continue to do "business" is ridiculous.
