Ripoff, billing my account for unauthorized charges

I applied for a credit card online the beginning of the month through was suppose to be Ecredit company. I recieved a confirmation from USA Credit claiming that I was approved and the card was in the mail along with a welcome package.

I still havent recieved either but found that they attempted to collect 2 charges in my account. One for $149 and the other was thirty something. It would have overdrawn me so bank sent it back and sent me a letter which I got today.

After reading some post on here when I was attempting to find there site to ask about the charges my stomach is turning. It seems my best bet is to hit the bank as they open on Monday and have all future post them denied and see if they will refund the money they charged for the previous attempt. Am I legally able to do this is my question?.
