Card ripoff

As per the repersenative of capital one financial. I was told that i was going to receive a credit card from them with the credit limit of 2,000. But that i needed to transfer $200. Out of my cheking which was done by the capitalfinance person. Then two months latter i received a cateloge with 4 payment vouchers to spend in this old catelog. Which that was not what i was told.in the phone confrence. So i would like for them to return my money and stop playing games with people.
