Ripoff They Are Charging my checking account with out athourization

They told me that i could cancel my card and they didn't let me and than proceeded to take 199.99 out of my checking account. Than when I called today they told me i couldn't cancel so i presisted to tell them that oh i will use my boyfriends card and that is when they gave me the number to discounnect but I cant get my 200 back
Is this fraud?
