Ripoff for outstanding bill PIF for secured credit card after ten years

I have just received a outstanding bill from Merchants' Crdit guide co.

I know that this bill could not be in fact true since
in order to use the credit card you would have to have funds in the account to do so.

Just like the debit card that we have today in order for you to place a charge on the card. I am returning the letter that they have sent me to provide all receipts.
