Ripoff liars fraudulent billing from checking acct Champlain

Someone called and said they were from MasterCard. They offered me a credit card interest free, if I paid the 249.00 up front. They said they could bill the credit card if I accepted. I waited for my credit card for 2 to 3 weeks and then started investigating. They took the 250.00 out of my checking acct, fradulently.
