Ripoff by mail and phone, gaurantee credit card for 299 dollars and never see it

They sent me a letter in the mail stating i could get a credit card from them for a processing fee of $299.00. I asked the clerk was this gauranteed and she said yes and sir we tape this for your protection. It was suppose to take 90 days and to date i recieved nothing. I have sent letters to them and the state attorney general for new york. I am a single dad who cant afford to loose money like this. I just want my money back
