Dishonest and tried to rip me off for $11.89

I received a mailing today notifying me of the importance of completing a "Completion Form" for a one million dollar prize. Then they asked for $11.89 for a "delivery of special premium offer". This is a ripoff and anyone who receives it should ignore it. Thankfully I had read others report on this site and realized not to send any money or respond in any way.
