Ripoff phone scam

I recieved a phone call telling me that I had been approved for a credit card and there was a one time fee of $319 to opptain this secured card.

They comfirmed my address and Bank and asked me if I had a checking or savings.

They said they would call me back at the end of the month to see if I had the money to give them due to telling them I had no money to give them now.
