Huge rip off scam, i have no money and no card

My husband received a call from Spectra Financial in Feb offering $2500 credit limit and some free trips. Our account was charged On April 1st. We have not received anything. When we called, we would wait on hold for quite a long time until an answering machine took our message. We never received any call back, and when we did talk to someone after waiting on hold forever, the person was rude and no help telling us that the card should arrive 25 days after our account was charged. Still no card. Our bank said that they could not help us because it is past sixty days and we authorized the charges. If any one has gotten their money back, please let me know how to do that.
