They deduted money from my account, sent package for a self loaded debut card appliciation, not a credit card New York Canada

I received a call on my cell phone from a lady offering a great special, a credit card with a $2000 dollar spending limit. On April 1st they took $249 dollars from my account, and told me it would be two weeks.

Let's just say that it is May 29th no card. They sent a letter saying it would be 25 more days, and the card is a self loaded cash card not a credit card.
