Ripoff

I live in Connecticut, EMC mortgage is my mortgage company. 2 months ago we had extensive water damage 2 seperate times. The insurance adjuster came out twice. We finally got our checks but they needed to be endorsed not only by us but EMC mortgage. They will not sign the checks to give us the money to repair our home. Only when the house has been finished will they release the funds. It has been 10 below here, still snowing today.

I have holes cut in the sheet rock throughout my house and garage, no water, no heat because I can't afford to pay the $11,000 that they are holding in checks from my insurance company until the work is complete. How am I to fix this without the insurance money?

I have spoke with 4 different people at EMC and they tell me 4 different things. I'm not sure what to do next. Maybe if I stop making my mortgage payments that might get some attention.
