Paid consulation fee in USD for a business loan I did NOT get She will NOT respond to my e-mails or IM's

I was promised a business loan for $90,000 by this individual to whom I paid a consulation fee. The loan was to be guarenteed by her company. To this day, I have NOT received the loan and she will NOT respons to my e-mails and IM's. I have reported her to the Internet Fraud Division and have contacted the FBI in Charlotte, NC but have not heard from them as of yet. I am unable to get my money back for a service that I paid for. What do I do here?
