Ripoff

I received an application acceptance form. I sent in 9 dollars as a processing fee, to receive a visa card, not knowing I would be assessed a 199.00 fee in addition to the 9 dollars. I received the card, with a the assumpstion I had received a 250 credit limit as stated on the paper that accompanied the card. I went to use it for a 21 purchase and was declined I called the 888 # and was told my balance was 233.00 with available credit of 17.00 when I had only made one purchase of 34.00 previoulsy not knowing there had been a 199. Balance before I even got the card!
