Ripped me off told me that I would recieve low interest low payments

They called and told me that I was eligible for a credit card of 1.5% interest, with low payments. They said I would be recieving my credit card in five days. Then I could withdraw 300 to post for the credit card fees. But I havn't recieved my credit card. I got a hold of them 1/20 they asked me if I wanted to stop the card. I said hold on give me your guys address and phone. They only had a address. I looked up the address there was none. When I tryed calling back it was busy and has been busy for hours. Will they take 300 dollars I don't have tomorrow I don't know Pleeeeese Heeeeelp
