RIPOFF billing me for service paid for 2 1/2 yrs ago

My gov't security clearance in jeapardy because credit report reflects outstanding debt to Palisades Collections I from June in the amount of 32.00. I have the final bill from when I closed the account, which says I owe nothing. I contacted AT&T and they say my account is closed with zero balance, but palisades says I still owe.
