Garaunteed Gold Card Scam

First National Credit sent me an acceptance confirmation letter in the mail assuring my approval for a gold card with a 15,000 limit. The only thing that I would have to do is submit $37 for processing and delivery. I have tried to get a hold of them by fax, but no one has gotten back to me. They did not give a phone number to reach them or have they responded to my fax. They are not listed under the better business bureau and there is no way to speak to a real person regarding any concerns. I'm outraged that I've taken advantage of. For one, I don't have money to just give away as I am a atruggling student with a small baby. Two, I could really use that credit card to re-establish my own credit and not to mention I had plans already set in place for the money that I'm now not going to get!
