Phone Sale Reversed and Money Taken From Our Bank Account

It has recently come to our attention that PayPal authorized a charge from our bank account, using our bank card information, without our consent.

My husband sold a phone through his eBay account. The person who bought the phone either changed his mind or had another circumstance, but it was a fair and legal sale, and the account funds processed fine. We learned that the buyer has been able, using PayPal, to reverse the charge and deduct it from OUR bank account, without our knowledge or consent, after the sale and after the merchandise had been delivered. Now he has the phone and OUR money.

This is a fraudulent business practice, and our bank has informed us that it cannot fix this issue without the assistance of eBay and PayPal, related companies. We are checking on this with various agencies, including the BBB and the Federal Trade Commission, but we want to warn people that using PayPal is NOT a good idea, as they can access your bank account at random and your funds are never safe from fraud.
