Charged $17 for credit monitoring while requesting free annual report

I went to view my free annual credit report. I found it strange that the website asked for a credit card number just to review my free credit report. I had no idea that I was involuntarily signing up for a credit monitoring service; I just wanted a copy of my free credit report. On 05/23 my credit card was charged $17.00 for a membership that I did not voluntarily sign up for. I then called the company at 1-800-493-2392. The only thing they told me was that they could cancel my membership, however they could not reimburse me, but I would have membership for the next 30 days.
