Ripoff billed bank account with name not even on account

I got my bank statement, on it there are 2 charges 11/26 19.95 from tracguard, 888-863-9661 and 11/29 19.95 plus a overdraft charge because it over drew the account the names they used were not even the ones on the account i have no idea who tracguard is or how they obtained the account number or why the bank would allow the charge under a name not on the account???

When you call the number it rings and rings then the operator says no one is answering the call and disconnects or you get an answering machine after 5p saying their hours are 8a to 5pm eastern time the total is now 55.90 please watch your statements as how they obtain the account numbers is beyond me
