Scam! Rip-off!

I had applied for a Credit card from my Bank as I have no credit in this country. I had moved from overseas and was eager to establish some credit here as I now reside here and want to buy a house.
I received a call from a company called Centurion Financial Benefits, which told me that they would basically help me build my Credit rating by issuing me a Credit Card.
All I would have to do is pay them a non refundable security fee of $249 which I paid October 1st 2004. I was then informed it would take 25 days until i'd receive my card and they'd send me bonus materials.
Once I had receive the package minus the credit card there was a further application wanting me to pay a further $24.95 to Velocity Money.com for a stored value card, which I didn't.
Whenever I called to query the phone would just ring or it would have a busy tone. Upon my last attempt to get a resolution I spoke to a lady who informed me I ordered a stoe value card and hung up on me.
