Ripoff dishonest and fraudulent

I received a call stating that they could guarantee a secured credit card with a 2,500 credit limit for people with bad credit. Only i had to pay a fee of 299.50 to be taken directly out of my checking account. I would receive the card in 7-10 days after this cleared my bank. Its been over 30 days and still no credit card or the refund that i demanded on Nov 11 after talking to at least 11 different people from that company, telling them that i was very angry and disatisfied with their company and just wanted a refund

They told me that i was denied the refund due to an pending investigation. But according to one rep he said since i never received anything that the refund should go through. Well i still have no refund and all iam asking is for my money to be sent back to me since i never received anything and have spoken to alot of people at this company and written letters demanding my refund. Please if there is anything you can do for me.
