My money was taken but I did not receive my product

I'd put an order with Footsies Business on December 29,1999 through Paypal. I delivered many emails to confirm this purchase and received no response. I created a state through Paypal which in turn increased to some challenge. Subsequently, simply yesterday I obtained a from NV that we believed was what I requested, however it ended up to become something different. Today, Paypal claims that given that they obtained evidence of cargo they CAn't get me a return. Footsies Business has evidently completed this to people before and proceed to do this. Wtf?
