Unapproved charges on debit card not once but twice

I ordered sample was suppose to be charged 9.00 for shipping only. Was charged $44.00. Called several times to company with no availability. This month they charged another $44.00 to my account. I haven't recieved nothing at all this month except from being competely ripped
