Puppy scamming

What's up with Puppy Find? I'm aware of the puppy mill problem but am mostly curious why they continuously run ads for 300.00 puppies for sale and THERE ARE NO PUPPIES! It's only a scam! I have contacted them several times and they either don't reply or send a lame e-mail that they're doing all they can... Which is not the case. Please help me figure this out. Does the scammer run Puppy Find? Do they get a cut of the scam money? If not, why don't they take him off? They do a great job deleting negative comments from people who have purchased mangy, sickly pups!
