Unacceptable pet - Papillon

We purchased a supposedly purebred papillon,
AKC registered. They generally weigh between 5 to 11 lbs. And are 8 to 11 inches in the withers. At one year, this dog weighs 18.6 lbs and is 16 inches in the withers. Sent documentation to them and have been complaining since July 13. They keep saying they are working on a resolution (for 6 months) and will get back to me. No response to my last 2 emails. What a scam?
