Express Toll Toll billing ripoff

Today I received a junk mail looking letter from the Express Toll out of Denver Colorado. This turned out to be a bill from Express Toll stating that I failed to pay a toll road bill and that there was a five dollar late fee. I did not receive an original bill from these people.
I do remember riding my motorcycle through Colorado back in July. I do not remember seeing any signs on any of the roads in Colorado stating that I was on or about to be on a toll road. I'm from Idaho and we don't have any toll roads, so I'm not familiar with them. I may or may not have been on that road. I'm willing to acknowledge that I was probably on the road.
My complaint is about the fraudulent billing practice. It is unfair to me that I receive this junk mail looking bill 3 months after I've gone through Colorado. It's the only notice that I've received and they add a $5.00 late fee. The money really doesn't mean much to me it's the principal of the activity. Can you imagine how much money this outfit is swindling from people if they use this fraudulent scam with everyone. I'm going to contact the Colorado Attorney General to file a complaint. This activity should be investigated as a crime. It's obvious that they purposely make their notices look like junk mail with the hopes that people will just throw it away and they can rack up the fees. This way they can turn a simple $3.15 charge into a $63 profit.
