's Illegal Towing Policy ripoff Tows Without Warning, Those Who Are Legally Parked

On November 4, I parked my car in front of the Madison Hotel in Memphis. The hotel, which uses movable signs which say "Valet Parking" to indicate to potential customers that they provide this service, also use them (illegally) to move next to cars which are parked legally on the city street in front of their hotel, and tow them away.
How do I know it is legal to park there? I called a Memphis police officer to advise me. He said that the location I was parked is not marked by city ordinance signs (which, if violated, would result in a ticket from the city, not a tow), and I was not provided sufficient notice of towing by the business.
Keep in mind that if a business tows you, the tow truck driver just takes the car, he doesn't ask whether or not the tow is legal. It cost me $250 to get my car back, and the manager, Mohamad Hakimian, refused to pay for the tow, or to provide me a ride to go and get my car. He has also refused to respond to my letter, which includes the above information and requests payment.
Mr. Hakimian tells me the Madison "does this all the time" and that there has never been a problem. Not a problem for him. Ignorant of the law, he suffers no inconvienience by breaking it, but the rest of us cannot afford a $250 charge for parking legally on a city street.
