Voucher partially redeemed cannot be reused Dublin

I received a Ryanair voucher of euro 200 in four lots of euro 50 each.

I went to buy a flight on Ryanair website for the value of euro 33.99 and i used one voucher, leaving euro 16.01 unused.

When i tried to re-use the same voucher to buy the return flight, the Ryanair website gave a message that this voucher was expired.

Ryanair TOCs says "If a voucher is partially redeemed the remaining balance is void", but this sounds like they are ripping me off.

I am writing to Ryanair a letter of complaints.
