Increased Debt After Previous Debt Had Already Been Paid

I approaced by the toll off of H Street and as I was putting all my change into the basket, I came up short of $3 so I grabbed an envelope and decided to pay by check instead. I sent them a $5 check and was later sent to me saying they could not file it for some reason, which didn't make sense because I filled out the slip and sent it correctly. They then sent me a fee of $53 to pay which I sent right away, to avoid any further charges. I was again sent a Notice of Debt, telling me I owed $103! I paid this immediately in case they were to charge me again. I do not know why they turned away my first check nor why they did not receive my second check!
