Theft by Deceit Purchase Airline Tickets via funds Netspend funds transfer and never received anything

In February of I replied to a posting on craigslist. He claimed he's a skymiles broker and deals with various clients. He claimed to offer airline tickets for 50% off. So I ordered 2 tickets for my wife and I. We never received the tickets and never received the refunds he promised to send us.

He claimed his business was in trouble and he couldn't deliver on his word. Nevertheless, this guy is a scam. He makes you pay with a prepaid debit/credit card called 'Netspend' and has you do a cash transfer from your prepaid credit card over to another cardholder named 'Johnny Soto'. However, once you do a cash transfer, you are not protected in anyway and he's just ripped you off. His name is Cameron Mitchell (if that is even his real name). The email address I've contacted him through is argostravel@yahoo.com.

I filed a report with my local police, but they said it would be a low priority for them.netspend claimed they needed a subpoena to divuldge further info on the Netspend Acct #. So I've essentially written it off trusting this guy will eventually have to answer to a higher power than me.
