Promises conceal defaudment Ripoff

On February 8, we sent ITS $3,822 by personal check to pay for tickets to Kenya (Virgin Atlantic) leaving on July 16. ITS made the reservation but did not buy the tickets.
On July 14 they apologized and promised reimbursement. We bought tickets at the airport for an additional $5,803.
To date, we have received no reply or reimbursement. We've notified Nevada law enforcement of this apparent defraudment. We agree that they have terrible phone manners when they do answer the phone, and that they have broken English.
