Lied about services and double-charged for falsely -promised actions

On April 15th I entered in to an agreement with National Vacation Consolidators to rent and/or sell our time-share property. I was solicited for this business by phone by a man named Scott Harrison. The person I eventually made my agreement with was a lady named "Vanessa".

When we received our Visa bill the following month, we discovered we had been billed twice for the services offered. We began to contact NVC to get this corrected and were promised it would be taken care of.
When we received our next Visa bill the incorrect charge was still there. I again called NVC and after several calls (that were all handled through an answering service) I talked to the "Customer Service manager" - a lady named "Lynn" who promised it would be handled before the next billing cycle.

I found her response to be unsatisfactory, so I called my credit card company and got the overcharge removed.
When we made our agreement for services with NVC, we were told we could call at any time to get a progress report on our property being showed to potential buyers.
Recently, I called to check on the progress and was once again filtered through the answering service and did not receive a call back.

On Tuesday, August 16th, I called the toll free number again and no one answered. After several calls with no answer I filed a complaint on-line with our State Attorney General's office.

I then called my credit card company again to try and recover the fee that I agreed to on April 15th. I do not have any confidence that I will recover the $599 fee that I originally agreed to, because my credit card agreement limits me to 120 days for filing claims.
