Construction damage!

During installing the undercover fios cable my sewage line was broken. I called out a plumber after recurring issues with my sewage copying. The plumber discovered the broken point due to the fios wire. The plumber did 50% of the fix and Verizon had their sub-contractor complete the remainder. Verizon stated they'd look after the plumbing statement. I'm currently being prosecuted since Verizon didn't look after it. Verizon stated that the sub-contractor accounts for cost. The subcontractor stated the plumbing organization is getting a lot of so he wont spend. Verizon claims it's not their issue? Just how can that be?
