Didn't return $20 phone-card cost when defective telephone delivered!

Purchased c139 tracfone on2/11 from radioshack, hyannis, bulk for $14.99, plus #1021355 Trac $19.99/60 minute prepaid moments. Delivered telephone to Radio shack on 2/16 as faulty, and obtained a credit for$14.99. Neither Radio Shack or Tracfone might provide me credit for @19.99 air-time, despite the fact that telephone was never run, or any moments were invested. It had been their "plan" to not reimbursement prepaid moments. This appears to be a fraud!
