Kerry Simmons did not return engine that was sent for modifications - 4 mos ago

I found this guy on the web. Everything sounded like he was a pro in the area of racing mechanics so I contacted him and sent my sons atv engine to him for modifications. He constantly asked for more money to make different modifications at which I gave him a total of $2,200. Now $2,200 and 4 months later I still do not have the engine. He has stopped all contact with me at this point. I believe now that this is the Kerry Simmons who has a background filled with fraudulent business practices. Is there anyone else who has encountered this person and situation?
