Billed my credit card for unauthorized charges for additional work they felt were needed after an annual maintenance request only

We requested annual maintenance (100 hour service) on our boat engines and authorized only $456.75 of work. When they called to say they were done with the work we were told it would be $1104.68. We questioned, the owner, Bill, who stated it was work we were going to need anyway and refused to take off the additional amount. (Our credit card was on file with them for monthly storage and any "requested" maintenance/work only.) After this work, our engines ran very rough and they had to run a diagnostic test on our engines. They said the spark plugs required replacement and we were charged an additional $104.18. We questioned why this wasn't found on the 100 hour service and never got a proper answer. Our boat engines continued to run rough and we disputed the charge with our Citibank credit card, which I would highly advise everyone to never apply for because they told us if a card is on file, the company can charge anything to us!?? Meanwhile, the gelcoat on our boat was scratched in several places as they moved our boat on a work rack to check the engines. The gelcoat was repaired and essentially we never got to use our boat the whole fishing season. It took them numerous times to fix what they had screwed up on our engines which is what Citibanks dispute department advised us to do and then did not stand behind us and put the charge back on the card. Basically, we did not sign for the charge, but were still required to pay because the marina and Citibank would not credit us the additional charges!
