Sephora charges wrong sales tax

Sephora consistently charges me the wrong tax rate for online purchases. PA sales tax is 6% except in Allegheny County (7%) and Philadelphia County (8%). I live in Beaver County but am always charged 7%. I have spoken to and emailed customer service and they tell me there is nothing they can do - the computer determines how much sales tax to charge. Clearly, they need a new program since this one is overcharging customers!
