Poor quality dress that did not fit

I purchased what I thought was a beautiful dress. Custom made. I gave the company the exact measurements twice. When it arrived, I couldn't even get it on plus it was very poor quality. I contacted the company several times and after sending them several of the same pictures which they requested over and over again, I got nowhere with them. They told me the dress looked beautiful on me. I can't even get it on. They offered me 5 percent off my next order. As if I was ever going to order from this company again. It cost me almost 200.00 and it is only fit for the garbage. I explained to them that there is something wrong with the way the dress was made but it was like talking to the wall. I got nowhere. Hope something can be done about this company so nobody else is ripped off. I contacted Pay Pal and they told me that because it was a custom order, they could not do anything. Which does not make sense either. Not happy with Pay Pal.
