Phone Lines Short Out After Rain and Repair Refused

Since we moved to Chino Valley, AZ, our phone service has been lousy and CenturyLink refuses to fix it. CenturyLink claims that their phone line tests good and tries to blame our house wiring as the problem. But every time it rains, the phone lines shorts out causing bad connections in our area. We replaced our house phone lines and purchased brand new phones to correct any errors on our side of the service, but the service remains lousy when it rains because the moisture gets into their wiring causing bad connections.
A telephone technician told us that the CenturyLink line pairs were probably the problem and suggested that we contact CenturyLink to have them change the line pairs. We did that but CenturyLink refused stating that our line tested good. We explained that it does test good sometimes but shorts out after a rain but they refuse to use common sense and fix the problem. We are paying for a very lousy service and want our money back.
