Telephone billing service is a rip-off! A suggestion for victims. Boise Idaho

I am the Telephone Services Program Manager for the State of Idaho. We have had a recent rash of 702-555-1212 calls billed on out local Qwest bill. Given our telephone network configuation this is NOT possible. All the State long distance calls are routed over the AT&T network.

OAN the billing service makes you work hard but with persistence you can have the charges removed from you local bill. Another preventive measure is to have ALL 10-10-XXX dialing blocked from your local service.
