Still haven't received refund or card and its been over a month

Requested a charge card online to repair credit was billed 100.00 and informed card could be shipped 10 to 2 weeks. Tried calling the amount provided was informed telephone lines were being updated. Sent emails and continue being informed all cards sent with no more programs may be studied. Nevertheless have not obtained reimbursement or card and its own been over per month.
