Overseas travel tickets claim denied, lost cost plus 5% fee

I sent money to an overseas travel company through PayPal because of the security, even though it cost 5% more. Surprise! PayPal only collects the 5% and runs. They do not stand behind their vendors unless it is for a mailed tangible object. Travel tickets are not tangible, I guess.
The claim was denied, and we are out the ticket cost plus 5% for PayPal fees. I wish I could have a business where I could collect 5% off every fraudulent transaction and run. No, maybe not. I would have trouble sleeping at night. Happy dreams, PayPal.
